Berlin reports an Imperial order to fortify Kiao Chou bay in the southern Shantung peninsula under governor Rear Admiral Tupps. Five engineer fortification officers are detailed, with extent and cost undisclosed. Official aim is precautionary defense and securing German warships at Kiao Chou.
