Telegram from the Czar to Admiral Rojestvensky and the squadron commends their courage and service to Russia. The Czar notes it was God’s will not to grant success but Russia is proud, and wishes God to console them all. Petersburg June 9.
In St Petersburg today the Czar directed the council minister to examine and report on the Interior Minister Balyguioe plan for a representative assembly. Delegates from several provinces arrived in the capital and plan to present the Czar with an address at Tearkoe Selo urging the immediate summons of the assembly to decide war or peace.
Reports from well informed Japanese circles say instructions have been sent to Oyama to slay his hand pending tentative negotiations. It is also said that Russian commander Linovitch has been confidentially advised of the situation.
Secretary Wright reports vessels under his care did not depart within twenty hours. Admiral Frain takes custody and will act to intern the ships. The ships lie behind breakwaters under Ohio and Monadook guns. machinery will be disabled and breech blocks removed.
