Washington July 28. George T Moore resigns as chief physiologist of the Department of Agriculture. Secretary Wilson accepts the resignation amid charges Moore exploited "nitro culture" for personal profit. Moore defends his conduct in a long statement.
Portland witnesses report Dr. Vain Vossner and partner Congressman Williamson denying all charges in a land fraud conspiracy at the trial.
Scripps News Association reports that M Durnovo, former president of St Petersburg, is named Governor General of Moscow replacing General Kasloff. The new governor supports extending self government by the Kacalen people and the appointment satisfies general expectations.
Vienna July 28 Russians persecute Jews spreading through Western Russia. In Vilna thirty two Jews were struck and in Czenstohan the army regiment fatally harmed thirteen.
London Times correspondent Dr Morrison arrived from the Orient and flags a rising boycott in a press of agitation described as a bogaboo. The report notes the movement is of comparatively small proportions but gains attention among local circles.

Funeral services were conducted at St. Pauls Episcopal Church for Ensign Newman K Perry the only commissioned officer killed in the Bennington explosion. Admiral Goodrich and all survivors attended with officers and crews from the Chivago and other ships. Mrs Perry and her mother and sister were present. The body will be sent to Stockbridge Massachusetts for burial. No new deaths reported in hospitals.
Foys, the confidential clerk of Caries Gater, was arrested for begging money to feed his mother. Magistrate Crane issued a writ summoning Foys to appear Monday to pay three dollars per week as ordered by Magistrate Barlow. He risks jail if he fails to pay.
In Vancouver Washington the Berippe Newnan Association reports the drowning of Lillie Joly aged 22 and an 18 year old, and Kdoe Pieher aged 19 of Fisher's Landing while bathing in the Columbia River near Governor's Inland. The bodies were recovered. Mr OD Kesumer of Summerville was in La Grande yesterday.
Washington dispatch says Utah officials demand General Land Office commissioner Richards resign or be removed for actions they allege favored Mormon settlement schemes on the Uintah Indian reservation. The report claims Richards proclaimed the area as worthless to deter Gentile settlers and alleges collusion with Mormon interests.
