Washington reports show that since the Payne Aldrich tariff law took effect the Philippines have exported far less cigars sugar and tobacco than the free admission limits. Only about half the cigars a third of sugar and a small fraction of tobacco authorized were sent to the United States.
Insular bureau officers do not expect the Philippines to export the full amount allowed free entry for the next three or four years. This projection affects trade and tariff expectations amid rising production capacity and regional market access.
