Reports from Berlin and St Petersburg describe Warsaw in near civil war as rebels set barricades and burn streets while clashes continue. A Cossack killed a woman and mobs killed a rider. police fled as revolutionary banners spread.
The Portland grand jury concluded a two week investigation into the Katte Creek Land Lumber and Live Stock Company. Evidence linked secretary H Hendricks to Binger Harmanno's family and noted an appointment as US commissioner during Hermann’s term. The firm reportedly acquired over a hundred claims under Hermann’s regime. Stenographers Peter Ronan Spencer and Miss Wilson testified today.
The House Committee on Interstate and Foreign Commerce authorized a favorable report on the Mann bill to abolish the Isthmian Canal Commission. The President would appoint a new commission aligned with the situation after abolition.
Paris January 31 Captain Claude the chief witness for Russia testified before the International Commission. He said he was on watch the night of the tragedy and distinctly saw two torpedo boats without lights that fired. Efforts were made to avoid hitting the fishing boat which was easily distinguished.

Sacramento January 31 The Senate bribery inquiry centers on Senators French Wright Bankers and Emmons as testimony and possible criminal actions loom. Editor Dent Robert of the San Francisco Examiner may testify tonight. Senator French threats to shoot William Corbin are reported but unconfirmed.
A telegram from St Petersburg reports that Russian forces repelled a Japanese assault on Landeangou. Japanese troops, pursued by Russians, renewed the attack but were driven back by shrapnel and rifle fire.
General Oyams reports that the Rossien dead left on the field since January 25 are not less than twelve hundred.
Washington January 31 The House refused to concur with the Senate in the amendment to the Army Appropriation Bill. The amendment would exempt General Miles and other officers under state militia assignment from provisions denying full pay allowances for retired officers who accept such assignments.
Addie made a sworn statement to authorities naming Eugene Helbok as the killer of nine year old Ethel Gill eight years ago in Butte Montana. She says Helbok bound her for three weeks after the crime and forced her to sign a blood oath with two unknown accomplices.
Report from Tokio dated January 31 says Japanese fortify Hetkontal after gains near Mukden threaten Russian positions. General Kuropatkin notes Russians hold positions from late January offensives. Wounded from the right flank rise to about thirty five hundred as attacks are repelled.
