A high ranking Chicago police official Capt. Clarence Braasch and 18 subordinates were convicted in a payoffs plot targeting tavern operators in the North Side nightclub district. Braasch was the highest ranking officer ever convicted on corruption charges.
Wisconsin Regents refused a petition by the Association of University of Wisconsin Faculty seeking a change in hearing procedures for tenured faculty facing layoffs amid budget cuts. The action preserves current hearings, while approving new curriculum changes and campus department creations at Madison and extensions.
In La Crosse County Court records Michael Davis, 19, pleaded innocent on a drunken charge and will be set for trial. John Feltes, 21, of Arcadia, had marijuana possession charges dismissed on district attorney recommendation due to military service. A transit study proposes a 27.2 mile city system using up to 15 weekday buses plus 3 demand responding and 2 special trip units. Service would run 6 a.m. to midnight weekdays and 6 a.m. to 9:30 p.m. Saturdays with Sunday and holiday reestablishment. Fares proposed 25 cents adults 20 cents children under 10 and free under five with an adult. Demand responsive fares would be 75 cents. No on street parking near central loading point. sections of 5th Avenue and Main Street may be restricted to support downtown movement.

HEW invites public comment by Nov 5 on a rule aimed at boosting child support enforcement and reducing welfare costs. GAO urged stronger emphasis on the program noting many welfare children lack paternal support.
Kathy Bay 18 of Wisconsin Rapids was injured in a one car crash on U S Highway 16 two miles east of Sparta at 7 p m Thursday. She was treated for lacerations and transferred to St Francis Hospital at La Crosse in good condition. Driver Lavonne Larson 18 was not hospitalized. The car left the road 207 feet before overturning on its top according to Monroe County authorities.
The University of Wisconsin Madison is reducing corridor lighting in campus buildings to save electric power.
The Wisconsin Supreme Court upheld circuit court decisions in La Crosse and Monroe counties. Patrick Boutch, 25, Genoa, faced 18 to 36 months for selling LSD and aiding drug sales. Donald Redepenning, 28, Monona, faced ten years for forcible rape and related charges. The court found sufficient evidence, rejected entrapment and prejudice claims, and allowed the jury process as proper.
The La Crosse Pig Club will give four or five county youths $150 each toward bred gilts for the 1974 program. Mrs Carl Gladys E Hanson 52 of R1 Whitehall died Oct 3 at an Eau Claire hospital after a two month cancer illness. Services were at Our Saviour's Lutheran Church with Rev Clifford Rutland officiating. Burial in Lincoln Cemetery. Survived by husband Carl and six daughters among others. The Johnson Funeral Chapel handled arrangements.

Sparta Wisconsin plant and its Stevensville Michigan and Ozark Kansas facilities are acquired by Southwest Forest Industries Phoenix Arizona. Southwest will run Plastronics Packaging Corp as a subsidiary within the Paper Products Group with current management retained and no operational changes planned. Plastronics makes expandable polystyrene packaging and the Sparta plant employs 17 workers.
