La Crosse Judiciary Committee endorsed an open housing ordinance with revisions to ease acceptability. The vote was four ayes and one qualified aye after 12 speakers, with no opponents. Full council review follows next week.
La Crosse Common Council Judiciary Committee endorsed a model open housing ordinance amid praise from five proponents. Critics urged weaker exemptions for roomers, arguing the plan still discriminates by allowing up to four roomers to be excluded while others gain housing protections.
President Johnson announced the United States and North Vietnam agreed to open preliminary talks in Paris next Friday or soon after. He said Hanoi accepted the time and place, while warning the talks would be only the first step and that bombing could resume if Hanoi violates restraint.
Field commanders of the Poor People’s Campaign moved through Negro settlements in the north Delta recruiting volunteers for the Washington march. About 600 marchers arrived by chartered buses from Memphis with some staying two days to drum up support, while others returned. An attempted attack on a CBS helicopter near the rally triggered a bullet hole in a landing skid. The march ties to Dr. Martin Luther King Jr.’s 1968 memorial, with his widow pledging continued work.
The world's third heart transplant in a week and ninth overall was done at St. Luke's Episcopal Hospital in Houston. Everett Clair Thomas, 47, of Phoenix, received a heart from a 23-year-old woman who had shot herself and survived. Rizor, 40, in Stanford, California, later received a heart from a 43-year-old man.
James P. Barker, 43, of Chicago, was killed in a two car crash on Highway 43 four miles south of Burlington Racine County Wisconsin. Three children in his car were slightly injured. The incident pushed Wisconsin 1968 highway fatalities to 319, up from 261 a year earlier.
President Johnson urged Congress to pass a 10 percent tax surcharge and warned against delaying to "blackmail someone." He said he would campaign for the Democratic nominee only after the convention and highlighted dangers in the Poor People's Campaign march. Peace talks in Paris were tentatively set for May 10, with no re-election bid announced.
Johnson administration faces faster wage growth as unions push settlements near 6.5 percent led by Communications Workers of America and Bell Telephone. Officials note construction rates near 8 percent with some demand up to 33 percent while policymakers seek restraint and potential tax and spending changes.
