Soviet overflights puzzle U.S. officials
U.S. officials weigh why Soviet reconnaissance planes are flying over U.S. carriers. Theories include tit-for-tat behavior, demonstrating strength after Cuba missile setbacks, or aligning with China. Senator Mundt urged warning that such flights threaten conflict. Alaskan lawmakers pressed for stronger defenses after incursions into Alaskan airspace. The Defense Department said carriers’ airspace was international waters and legal for the bears to operate, with the latest overflight near Midway Island.
