A 36500 square foot occupational rehabilitation center in Coulee sites Industrial Park along Oak Street will begin Aug 15 at an anticipated cost of 750000. The facility gains 168 more training spots and expands from 112 to 250 280 seats. Funding includes a 373500 grant from the Department of Commerce and a 375000 loan from eight local banks and savings institutions.

CIA agent John T. Downey, released after 20 years in a Chinese prison, said his confinement met minimum standards. He wore leg irons for 10 months but called it standard procedure and appeared unmolested. Downey spoke at New Britain General Hospital after arriving from Hong Kong to be with his ailing mother, Mary V. Downey.

Saigon reports the Viet Cong will release Maj Floyd Thompson the longest held U S prisoner. Thompson captured March 26 1964 in Quang Tri Province and will have served 3277 days as a POW. Also among 32 prisoners released is a high ranking U S civilian official and a Marine allegedly killed and buried who is alive.
Wisconsin residents in flood threatened areas monitor forecast as rain and thunderstorms loom. About 40 families on New London’s north side remain evacuated with river levels near historic highs, while U S Highway 45 and other routes face closures. Levees hold at Portage as rivers slowly fall and statewide rainfall extends into tonight.
The Democratic Youth Caucus of Wisconsin will hold its 1973 convention at the Holiday Inn this weekend. Main business includes adopting a platform electing officers and endorsing a candidate for State Superintendent. Confirmed speakers include Tom Jacobson Harout Sanasarian Lloyd Barbee Barbara Thompson Ernest Korpela Marion Thompson and Morris Andrews. Tentative speakers include Gaylord Nelson Ada Deer Edward Nager Dennis Conta O D Harris. The group previously reformed from Young Democratic Clubs of Wisconsin with dues cut and broader membership. About 1,200 statewide members exist with 250 attending locally.
