Tornadoes and floods killed at least seven people across Kentucky, Tennessee, Mississippi and Alabama, with extensive property loss. A Kansas blizzard threatened livestock as rivers rose and towns like Harlan and Pikeville faced isolation and evacuations amid widespread disruption.
The four year draft extension passed the House 387 to 3 and heads to the Senate Armed Services Committee for hearings led by Norman S. Paul. The bill keeps in place a four year suspension of military manpower size limits and extends dependents' allowances and doctors' draft provisions.
Mrs. Viola Meunier, 42, of rural Manitowoc, died when her car struck a Chicago and North Western train near Manitowoc crossing. Her daughter Jean, 12, was seriously injured in the crash as Wisconsin notes a highway toll rise to 115 for 1963.
Charles F. Schimel, 76, longtime chief accountant for the State Investment Board and the Wisconsin Teachers Retirement Fund, died in a Madison hospital Monday after retiring six years ago.
La Crosse City District Board of Education approves three salary recommendations raising teachers average 268.71 dollars with different increments. The board also backs sending a pool proposal to the Common Council for Logan School and keeps Longfellow Auditorium fees. The Community Theater seeks use for May shows.
Former French Premier Georges Bidault will refuse asylum in Germany if banned from political action against Charles de Gaulle. A gaso line tank truck and a sander collided on the west Coon Valley hill in Vernon County. The tanker rear ended the sander, both vehicles rolled into a gully, and the tanker ended atop the sander. Richard Johnson 26 Chaseburg suffered head cuts and was hospitalized. Richard Duerst 34 Madison, driver of the tanker, was uninjured. The tanker was empty. Emergency crews spent the morning extricating the vehicles.
Robert Stroud known as the Birdman of Alcatraz will have a March 28 hearing in Kansas City Missouri over his bid to preserve property rights to his 1943 prison book Strouds Digest on the Diseases of Birds. U S Dist Judge William H Becker ordered a final hearing on a restraining order against federal prison authorities Stroud 73 has been imprisoned 54 years and is at the U S prison system medical center in Springfield Missouri serving a life term for murder.
District Highway Engineer Glenn N Grant said that the first I 90 work in La Crosse area will be let around May 7. Initial bids cover Black River bridge grading and dual two lane structures between French Island and La Crosse, with six spans per bridge and a new 550 foot wide channel, plus river channel changes and material fills to form approaches.
Ralph Sheppard aged 69 of Alexandria died in a hospital from injuries authorities say he suffered Monday night when struck crossing a street with his wife. The driver was 17 year old Tom Larson of Alexandria. Minnesota’s traffic toll for the year runs 99, fourteen more than last year’s pace.
La Crosse board weighs extended day as Central High enrollment grows from 1066 to at least 1350 by September 1963. Plans consider earlier start and flexible schedules with additional staff, while Logan High reductions and tuition shifts also figure in.

The City of La Crosse and the Town of Shelby received federal grants from the Community Facilities Administration. Shelby gets 75000 for sewer extension and 25000 for water mains expansion. Project costs total about 151500 and 50000 respectively. City plans to extend water and seeks 120000 for a citywide storm sewer project.
