The Wisconsin Supreme Court ruled state funding of the Wisconsin Housing Finance Authority not mandatory, preserving the authority to issue up to 150 million dollars in bonds. It struck down a provision forcing the governor to include necessary funds in the state budget and allowed moral obligation language as a potential backing.
