Special presidential appointments aid orphans of fallen veterans
Major General Harris heads an American Legion effort to guide about 8,000 World War II orphans to a 1926 act program. Orphans may obtain West Point or Annapolis entry via presidential appointment, bypassing congressionally limited quotas. Applications must be sent to the adjutant general or the chief of naval personnel with full birth and death details.
