Elimination of all state taxes except income tax idea raised
Wisconsin tax commissioner George W. Corning suggested the distant possibility of abolishing all state taxes except the income tax. He told about 100 village and city officials that local units could add surtaxes or use withholding to fund local governments. He noted distribution of funds is the core issue behind tax reform and that committees have studied it since 1957. See TAXES Page 2

Dulles Sees No Race Explosion In Mississippi
Presidential fact finder Allen Dulles says he sees no likely explosion over the disappearance of three civil rights workers in Mississippi. Sailors, FBI agents, and state police search mud-filled swamps as the case remains unresolved. Schwerner, Goodman, and Chaney were last seen after leaving jail in Philadelphia. The group found their burned station wagon northeast of Philadelphia adds to the mystery. Dulles briefed President Johnson and met civil rights leaders in Jackson before leaving the state.

House Passes Transit Aid and Tax Measures
The House approved a 375 million dollar transit aid bill for cities with traffic problems by a 212 to 189 vote. The Senate committee backed a pay raise for Congress and federal workers costing about 550 million annually. House appropriations cut 200 million from foreign aid, while a tax bill passed the Senate with six amendments to repeal cosmetic, handbag, luggage levies and limits on fur and jewelry spending. A joint resolution would allow agencies to spend at current levels until Aug 31 if spending bills are not enacted.
