Wisconsin Foster Care Costs Seen Low Despite Large System
Wisconsin's public child welfare program serves 5123 children as of January 1 1949 with 1831 in foster homes. Supervisor Winifred Arnold says foster care costs are not as burdensome as the number implies because many foster parents and sometimes natural parents share costs. Delinquency is rare among placed children and placements aim to strengthen family ties for eventual return home.
