Flood Control Project Faces Environmental And Social Tradeoffs

The report notes reduced siltation and less severe impact if dredging occurs in the nine foot channel and marsh areas are avoided. Seven miles of levees must be carefully placed to minimize disturbance, with one mile crossing two biologically sensitive areas. Some trees and marsh will be cleared, but shifts in species and possible better adaptation to drier conditions are expected. The social impact includes inconvenience on lower French Island and disrupted neighborhood cohesion on Barron Island as residents relocate to nonflooding homes. Levees would guard 40 acres of floodplain near St James Street, already partly filled. Other options, such as diverting the Black River, evacuating floodplains, or upstream reservoirs, are deemed too costly or disruptive.
