A tentative two year contract settles the Wisconsin State Employees Union walkout that began July 3. The package includes a total salary increase of 17 to 32 percent with a January 1979 cost of living clause and a nonrecrimination clause. Ratification by union members and the state joint committee is required.
Wisconsin State Employes Union members end strike with a tentative contract. University of Wisconsin La Crosse Chancellor Kenneth Lindner and local officials report workers returning to duties as state officials in Madison fill in contract details. Local 194 custodians and clerical workers restart duties. union leaders say the state bargaining committee will meet midweek.
More than 1,000 attendees braved heavy showers to hear a 20‑piece local band directed by University of Wisconsin–La Crosse’s John Alexander at the Great River Festival of Arts. Vocals by Ramon Gonzalez Tim Henke and Wilma Sheffner plus Obbie Bina's piano highlighted a program ranging from Duke Ellington medleys to DixieLand standards.

Teams crown Jones Farm Bangor heavy draft and Northumberland Farms light draft victors.
In West Salem the Owl Room stayed open during this year’s fair as Mighty Bluegrass Shows managed the midway. Carnival workers, once viewed as rowdy, are now praised as clean, well behaved and big spenders, with fair president James Kennedy citing improved conduct and control.
