Senate approves a Water Power Law with endorsements from La Follette and Wilson after a heated lobby battle. Desperate opposition seeks to derail enactment, but the legislation advances.
In Madison on July 17 the Wisconsin Senate passed a committee bill on water power franchises limiting terms to thirty years and allowing state takeover with just compensation. The measure, backed by La Follette and others, defeated opposition led by Ackley and Eileen after a heated, publicized fight.
Wisconsin Governor McGovern charges a Republican platform plank to ease third party access to ballots was left out of the official copy in the 1913 Blue Book. Secretary Donald says the omission likely a clerical accident, with the plank acknowledged by party leaders and campaign copies.
Yesterday's temperatures ranged high 86 low 66 with no significant precipitation. Unsettled conditions linger from the plains to the lower lake region with light to moderate showers in spots and generally fair elsewhere. Major A Hewetson of the British army flying corps was killed when his monoplane collapsed at about 200 feet and crashed to the ground at Salisbury England. The accident occurred today and the officer died instantly.

Wilson was in Vera Cruz and is to return possibly within two weeks after the meeting, with his wife accompanying him, amid German denials of making any demands on the United States.
