La Crosse County Board approved a 5.5 million dollar bond issue to fund a 260 bed mental hospital at West Salem. The plan includes 60 psychiatric beds and 200 public medical beds with sale set for February 15.
Patrick Doyle, 40, filed nomination papers for Branch 2 judge against incumbent Leonard Roraff, 65, who has served since 1961 and previously held Small Claims Court and Circuit Court posts. Deadline 5 p.m. Tuesday requires 200 signatures. In Madison, 124 influenza cases were reported in Wisconsin in the second week of January.
In Paris near the Arc de Triomphe, the United States South Vietnam North Vietnam and the Viet Cong signed the Agreement on Ending the War and Restoring Peace in Vietnam plus four protocols. A cease fire is to begin at 6 p.m. CST with demonstrations outside the Majestic Hotel.
Secretary of Defense Melvin R. Laird announced the end of the military draft five months before Nixon aims to switch to an all volunteer force. Two men Roy H Gallington and Wilbur E Streeter held on attempted murder and kidnapping charges in La Crosse were moved Friday by federal marshals to St Paul to face federal kidnapping charges. They allegedly abducted James Goergen in Austin Minnesota then drove into Wisconsin as Tolvstad tried to stop them. Streeter is also charged with kidnapping John Farrell at gunpoint.

Mrs Vernon Thomson wife of Wisconsin 3rd District Congressman died in McLean Virginia after a brief illness. She suffered a massive cerebral hemorrhage and was hospitalized Tuesday. Funeral plans are pending in Richland Center where Thomson built his political career. She was 64 and survived by three children.

U S officials say gains may expand Communist control ahead of 8 a m Sunday cease-fire. American casualties rise with three killed and thirty one wounded in the period, as enemy assaults exceed one hundred for the third straight day.
President Nixon told congressional leaders the fiscal 1974 budget totals 268.7 billion dollars, about 19 billion more than the current year, with a deficit of about 12 billion, less than half the 25 billion shortfall this year. The White House said Nixon will address the nation by radio Sunday and plans to cut costs by dismantling several White House offices. The budget fight is anticipated as Congress debates spending and a legal budget ceiling. Separately, Congress is asked to appropriate 4.75 million for Corps of Engineers flood control projects in Minnesota and Wisconsin, with 2.8 million for La Farge Lake Wisconsin and related planning funds.
