Mrs. Arthur Hiscock, 45, spent 32 hours in cold water after earth collapse trapped her in a cave-in well near Sanger California. Constable Hurshel Pigg praised her courage and she was treated for exposure and released in good condition.
Charles Sweeny aged 81 former foreign correspondent and adventurer died in Salt Lake City He enlisted at 16 and fought in the Spanish American War He served in World War I and II and with armies in Spain France England Poland and in the French Foreign Legion He was born in San Francisco.
Washington legislators clash as Democrats and Republicans blame each other over Kennedy Cuba actions. Republicans cite prior quotes and claim lack of advance consultation, while Fulbright accuses partisan attacks on foreign policy. The dispute centers on whether bipartisan policy exists in crisis decisions.

Two Irish setters named Brickland and Sunny Birth, ages 6 and 2, were ordered killed in the will of Miss Ida M. Capers of Pittsburgh who died January 26. Executor Fred C. Houston Jr. and the Humane Society could not find a legal means to save them, though their caretaker Thomas Miller wished to rescue them. The Humane Society will administer humane injections this week as directed by the will.
The Wisconsin State Employment Service report shows La Crosse area unemployment at 9.3 percent for January with 2,800 out of work and 416 job openings. It notes manufacturing cutbacks and seasonal demand, plus gains in trade and services as overall hiring edges up toward mid-March.
Wisconsin ranks 25th nationally in school age children and leads states in high school students remaining enrolled to graduation. State Superintendent Angus Rothwell noted the National Education Association research, citing Wisconsin’s above average elementary standard certificates after two years of college, but 39th in full elementary degrees.
Gov. John W. Reynolds heads into a joint session with a 1963-65 budget totaling 669.3 million dollars and a plan to raise about 140 million from a one percent income tax increase. An exemption for earners under 3000 dollars would trim the gain to roughly 120 million for the biennium.
At Eielson Air Force Base near Fairbanks Alaska a KC135 jet tanker bound for a midair refueling mission exploded during takeoff killing nine people nine aboard the plane plus two more in a guard house and waiting room. The jet veered left crashed onto the Alaska Highway near the base.
Chicago police report Alderman Benjamin F. Lewis of the 24th Ward was found handcuffed and shot in his Roosevelt Road office. The Feb 28 election winner with 12 189 votes over Jeff Clifford Alford was last seen jubilant at Democratic HQ after moving his office. authorities say eight to ten shells were found nearby and the victim had a single gunshot wound to the head.
President Kennedy appeals to Congress to strengthen voting rights and school desegregation, extending the Civil Rights Commission and creating a national clearinghouse. The plan includes voting rights reform with interim referees in about 200 counties across five Southern states, plus federal school desegregation aid and a ban on disparate tests in federal elections.
Edward W Poehling 60 of 1644 Park Ave died after a heart attack while driving. Services at 9:30 a m Saturday at Blaschke Funeral Home and 10 a m at Holy Trinity Church with burial in Catholic Cemetery. He leaves a widow Ella, three brothers, five sisters, and several in laws. He led La Crosse Plumbing Supply Co and was a Knights of Columbus member.
