The government released a new consumer price index showing a 0.2 percent drop in living costs from mid-December to mid-January. The index covers more items and cities, with the mid-January figure at 113.9, indicating costs 13.9 percent above the 1947-49 base and 0.7 percent higher than a year ago.

President Eisenhower nominated George W. Allen for ambassador to India and Nepal. Livingston T. Merchant was named assistant secretary of state for European affairs. Charles E. Bohlen was formally submitted as ambassador to Russia, a post already announced last week. Bohlen, then State Department counselor, is an expert on Soviet affairs.
