MADISON AP The Senate Education Committee recommended passage of a bill to exempt common school districts from annual district committee audits if accounts are reviewed and approved by a state or private auditor. The panel also heard five education measures but postponed them as chairman Sen William Clark called them a waste of time in their current form. One bill would let school boards spend borrowed money via promissory notes without electors or municipal government approval. Another would modify district superintendent terms.
