British Prime Minister Macmillan arrived in Moscow with Selwyn Lloyd for talks seen as easing global tensions. Khrushchev welcomed him with a warm speech and a parade, while Macmillan joked about Dickens and greeted Soviet spectators who applauded his fur hat.
The Rev William Moss of Tennessee opened the second annual 9th Regional Americanism Conference at the American Legion clubrooms with a call that God and country go together and Americanism lies at the heart of a forward movement. He warned of moral decline among servicemen, citing dope and prostitution, and urged a stronger moral base and greater regard for God and country. Mayor Milo Knutson urged clearer ideals and urged merit over slogans as the conference aims to discuss youth activities education citizenship community service safety and counter subversion. A $25 savings bond was awarded to Cindy Hastings Logan High School as county oratorical winner. The event concluded with a film about The Four Chaplains who sacrificed to aid others aboard the Dorchester in World War II.
The Defense Department confirmed Camp McCoy will not host ICBM operations. The Air Force cited advances in ICBM technology and selected other sites. Camp McCoy remains the major reserve training site for Illinois Wisconsin Minnesota Iowa Missouri and North and South Dakota.
Area officials voiced disappointment after the Defense Department announced no concerted local effort for an ICBM base at Camp McCoy. Congressman Melvin Laird warned against new sites until existing facilities are exhausted, while local boosters and Sparta Mayor Larson urged maximizing Camp McCoy’s training and utilization for future military needs.

Four more young girls aged 10 11 11 and 13 were picked up by city police in connection with a shoplifting spree on February 13. Earlier that day six girls and one boy were apprehended for stealing clothing and watches. The juveniles were turned over to welfare agencies.
Four Watkins children died in a Roxbury tenement fire on Washington Street when a space heater exploded. Melvin Watkins, 6, was critically burned and survived. Mr and Mrs Watkins escaped with minor injuries as firefighters battled flames on the second floor.
