Paris dispatch reports withdrawal of American reps from the reparations commission raises two issues for Washington. First, upkeep costs for U S troops on the Rhine since the end of World War I, with figures showing spending reaching 1.46 billion marks to date, some yet unreimbursed by Germany. Second, shifting responsibility for wartime relief and administration to U S government and welfare groups operating in Europe from Paris and the American commission for relief in the Near East.
A telegram urging President Harding to appoint Foss of Chiruzo as secretary of the navy claims Foss has long served on the House naval committee and led efforts to restore the navy to its former strength, arguing his experience makes him the best choice for the post.
