A special Common Council meeting will decide if city teachers and janitors receive raises. Two aldermen blocked action during February’s session, delaying votes until a rules suspension is possible. The board seeks $28,450 for teachers and $8,800 for janitors with retroactivity to Jan 1.
The Office of Defense Mobilization announces an immediate end to allocation controls on steel copper and aluminum not claimed by defense priority-holders. Production ceilings end and civilian use may proceed freely while the allocation system remains open ended to June 30.
The La Crosse Common Council voted 17 to 2 to continue the Christie case and urged the chief to file charges. The mayor will appoint a new police and fire commission to replace resigning members. Five commissioners resigned amid questions about oath records and morale in the police department. Christie's hearing on gambling charges and related matters is expected to restart before the new commission.
Two Wisconsin couples on a vacation trip were killed when their private plane crashed during takeoff at Morrow Field Colton California. Victims Alfred John Johnson 44 and his wife Mary of Madison and Dr Lloyd O Helmes 63 and his wife Zelma Oshkosh were among the group that had traveled from Middleton Wisconsin January 30 in 21 planes to Mexico. The crash occurred as the aircraft rose a few feet in a high wind then stalled and burst into flames. Dr Helmes a noted Oshkosh pediatrician and obstetrician was visiting his daughter Mrs Jean Anderson of Colton this week. survivors include two other daughters Lois and Joanne. Mr Johnson headed the Johnson Welding Co Madison with parents in Poynette.
Farm state congressmen attacked Secretary Benson in his first official speech as criticism grows over falling farm prices. Benson urged farmers to rely on themselves and limit government aid while defending price supports as longstanding policy. Democrats blame the administration for potential 1954 political gains as Republicans split over how to handle farm prices and market stabilization.
Eight-year-old Paula Martin, who lost her legs to a rare disease, received a note from Mamie Eisenhower inviting her to visit the White House when she is well again. The First Lady described future dresses and bonnets and sent a leather case. The Moundsville event on February 20 funds Paula’s care, with gifts auctioned.
William C. Perdue of Pure Milk Products Co operative calls on Secretary Benson to invoke federal price supports for dairy at no less than 90 percent of parity. He appeals to Wisconsin congressmen for aid, warns of multi million dollar losses if milk prices keep falling.

The Army authorized tests of Dextran as a substitute for blood plasma to treat shock and aid surgery. Col. John R. Wood said testing will occur in the Far East, Europe and the United States, with results due by April 15. Dextran costs 6.50 a pint vs 27 for plasma and may reduce plasma needs while keeping whole blood supply intact.
Secretary of State Dulles says there is a good chance for formation of a European Defense Community and urges prompt concrete progress. He notes six nations signed the EDC treaty and cautions that without unity Europe and U.S. security against Russia are at risk. He cites past $30 billion U.S. aid and tens of thousands of troops in Europe as support for a constructive European unity effort.
Secretary Dulles testified in a closed Senate Foreign Relations subcommittee that any Far East action will involve consultation with Congress and U S allies. He denied plans for a blockade of the Red China coast beyond Eisenhower’s Formosa patrol order. Senator Smith released a statement of no public announcement.

In Pinole near Richmond California a dope house explosion at Hercules Powder Company tore apart a brick building. Twelve workers were killed or fatally injured as bricks flew 700 feet, while the blast rattled four counties and reached Berkeley and San Francisco. An FBI probe considers sabotage possible.
The U S Parole Board denied Frank Costello parole. He is serving 18 months for contempt of Congress and began the federal sentence last August, eligible for parole after completing one third of the term.
Police warn roads in the Coulee Region remain slippery despite main routes being cleared after Wednesday’s heavy snowfall. Officials urge careful driving as winter equipment has the right of way, blue lights, and slow movement. The AAA echoes the caution on area and state highways with warmer sunshine and rising snow piles noted.
The Common Council reversed course and voted to outlaw nude manikins in places visible to the public. Ten aldermen supported clothing on the figures while nine opposed the ordinance. A fine of 25 dollars will punish display of nude manikins.
Assemblyman Eugene A. Toepel announces he will not seek the State Senate seat in the 32nd District. He endorses Raymond C. Bice for the vacancy and says his best service lies in the Assembly, noting Bice’s long record and his own support.
