Former President Herbert Hoover urged that air and sea power be used to deter Soviet aggression in a radio statement. He warned against a land war with Russia and noted divided congressional reaction in Washington as hearings on troops to Europe potentially loom.
Sen Taft said he agrees with Hoover on foreign policy and did not rule out a presidential bid in 1952. He spoke at a Republican dinner and an eight thirty p m broadcast. Hearings begin next week on a bill to permit sending U S troops to Europe as Hoover touts air and naval power over land armies.
Federal judge Michael L. Igoe fined the Brotherhood of Railroad Trainmen 25 000 for the December rail switchmen sick strike. He dismissed charges against 40 officers and 31 lodges while noting union responsibility for mass action. A second contempt hearing is scheduled for February 14.

Fire of undetermined origin destroyed eight buildings in Rochester's center while nine firefighters were hospitalized from frostbite smoke inhalation and exhaustion on the coldest day of winter. Damage estimated at 150000 dollars. In Wisconsin Rapids a separate blaze at Rapids Furniture Co. gutted a three story building causing about 100000 dollars in damage.
Twenty La Crosse volunteer air raid observers manned the city hall observer post from 8 a m to 4 p m for a two day ground observer corps exercise. They report aircraft to a filter center where planes are plotted on a map, excluding arrivals at La Crosse airport. Similar drills span seven states in the greater Chicago district with 1340 observation posts.

Eddie Duchin 41 known as The Magic Fingers of Radio died in Memorial Hospital New York after a long battle with leukemia.
