A new turboprop American Airlines plane with 73 aboard plunged into foggy East River near La Guardia. Sixty five died, eight survived, many pulled from wreckage by a New York tugboat crew as search efforts continued through dawn.
Tonight in the Vocational School the Trades and Labor Council and the La Crosse County Industrial Union merge to form a La Crosse AFL CIO unit joining the Wisconsin State AFL CIO. Lt. Gov. Phillip Nash will speak among leaders including Eugene Moats George Haber man Charles Schultz and George Hall. The charter will be presented by Charles Heymanns.
The UAW negotiating committee says resumption of talks is the major issue in the Allis Chalmers dispute. Workers at eight plants including La Crosse are on strike since Monday after bargaining failed. The union argues talks must focus on working agreement clauses and economic changes before any master or multiple contracts.
Allis Chalmers and United Auto Workers will meet with federal mediators on Thursday to end a strike by 13,600 workers at eight plants. The dispute centers on uniform bargaining versus local contracts, with issues including overtime, layoffs, health plans, pensions, and retroactivity.
President Eisenhower told a Washington news conference Congress must include higher taxes in any spending bills that would unbalance his 77 billion dollar budget. He warned against deficit spending and cheapened dollars and targeted bills such as a 3 billion housing proposal and 575 million airport aid. He praised Virginia's school integration and said federal police for civil rights would be wicked and will never happen.
In remarks on national finances he warned taxes are at peak levels and may remain so without a clear emergency. He also rejected Soviet missiles claims and condemned Berlin convoy disruption as a breach of four power accords, urging Americans to focus on real threats.
Four U.S. Army trucks and five soldiers held since Monday were allowed to pass the Helmstedt checkpoint into West Germany at 6 12 p.m. as the United States and Soviet officials sought a resolution over border inspection and access to isolated West Berlin. A British truck had been held two days earlier, highlighting the tense stand over four power access rules. The release followed diplomatic pressure from Washington and talks between American and Soviet officers at Marienborn and Helmstedt.

Former U S ambassador George F. Kennan told the Senate Foreign Relations Disarmament subcommittee that Soviet leaders will push near war to secure goals in Berlin. He warned they may be willing to push the edge while withdrawing Western troops and leaving Berlin free. He cautioned Western governments not to underestimate the risk.
Gov. Gaylord Nelson unveiled an executive budget totaling about $192.66 million for the next fiscal year, about 13 percent above the Thomson administration but likely leaving a deficit of just under nine million dollars. He warned of a looming revenue gap and proposed stopgap tax measures while planning a fall special session to reconsider taxes and revenue reform.
Requested appropriations of departments for 1959-60 fiscal year total 206,107,186 dollars. Gov Nelson seeks 192,655,000 dollars for the fiscal year. Actual spending this year amounts to 170,945,000 dollars.

The House Interior Committee approved a bill to admit Hawaii as the 50th state by a 25 to 4 vote. Rep. Leo W. O'Brien said the vote showed strong congressional support for statehood this year and the bill moves to the House Rules Committee after a one week delay for formal reports.
