Power Plants Nearer Cities Are Proposed
The Interior Department recommends building coal powered plants near cities needing electricity rather than shipping coal long distances. The plan faces a federal court case and environmental scrutiny over air quality and impacts on the Southwest Colorado River basin. The report says reducing plant emissions is essential, but no alternative meets projected 20 year power needs.

Higher Taxes Proposed For Mobile Homeowners
A Wisconsin Legislative Council committee heard proposals to raise taxes on mobile home owners. Ed Johnson of the Wisconsin League of Municipalities argued homeowners now bear a larger share of community costs under current tax rules based on fair market value minus furnishings. Halverson of the Mobile Home Association opposed a minimum tax as discriminatory, noting Elm Grove as the only known community with full-cost payment. The committee was formed last summer at the urging of the Wisconsin Towns Association.
