Republican plan trims southern delegation in national conventions

The Republican National Committee debated methods to reduce southern representation by 62 delegates, proposing an across the board four at large delegates per state plus district seats. A 70 member shift from north and 62 from south was urged, with ratification by a majority of states rather than two thirds. Hawaii would lose four delegates under the 55 percent rule. The plan also endorses states rights rules and allows state conventions to appoint delegates if primaries are not in force. A separate convention plan was rejected 35 to 14.
