Lake Success New York The Soviet Union's Jakob A Malik heads into the fourth and final week of his security council presidency. He delays decisive action on Korea by presenting proposals likely to be rejected and by stalling Western measures while refusing to seat South Korea's representative.
The government gains authority to ration passengers and deploy aircraft nationwide for emergency use amid a three day old rail walkout. Thousands of rail workers are idled, with deeper layoffs possible as shortages of mail telegraph services and coal halt industry. Parliament to meet to decide next steps as logistics tighten across Canada.
North Korean forces shift east from Chinju area toward Masan and Taegu as 50 000 troops of the seventh division threaten the southeastern front. U S planes bomb columns while frontline troops hold Sobuk ridge as Reds seek softer targets after failing to meet the Aug 15 deadline.
President Truman announced the nationwide railroad strike was set within an hour of assurances there would be no walkout. A Norfolk and Western freight locomotive exploded near Williamsburg in Clermont county Ohio killing engineer Carl D. Clark and fireman R. D. Aldred, both of Portsmouth. The blast derailed three cars, shattered nearby house windows, tore up rails, and halted traffic as the train moved into a siding to allow a passenger train to pass.
About 1000 members of Local 306 CIO United Steelworkers voted to end the walkout at National Cooker Co. They agreed to return to work Thursday as union and company officials planned a meeting to negotiate grievances behind the strike.
Unconfirmed tale from Tokyo says Maj. Gen. William F. Dean, listed as missing since July 22 at Taejon, might have died after being sheltered by a South Korean family. No official confirmation of death. North Korean capture or propaganda is cited as a reason for silence.
The Public Health Service said poliomyelitis spread is slowing and may be near the year’s peak. In the past week 1,489 new cases were reported, up 3 percent from 1,442 the week before, compared with 3,416 in the same week last year, the peak of 1949.
Representatives of Northern States Power Co Wisconsin and unions 928 Red Wing Minnesota and 953 Eau Claire Wisconsin of the IBEW announce completion of negotiations on amendments to the 1937 labor contract. A four percent general wage increase becomes effective May 1 1950 along with an area wage adjustment plan covering 1950 to 1954. The utility serves 111 Wisconsin communities 13 in Minnesota and rural customers and sells to five other utilities. It operates 19 generating plants with 169 250 kW capacity 850 miles of transmission lines 80 substations and 3 350 miles of distribution lines. Local unions 953 and 928 have about 31 years of service and the international union over 58 years.
The board of public works announced a new parking lot system at 408 414 North Sixth Street with 40 spaces rented monthly for 2.50 dollars. Each space is for exclusive use and available at any time. Applications should be mailed to the board, and the experiment may shift methods if not successful.
Eman uel Maschetto a 63 year old laborer was found guilty by a municipal judge of stealing a can of soup and a can of condensed milk. Police testified he carried $6886.03 in his pockets and will be sentenced Sept. 5.
A British report accuses East Germany of producing vast quantities of uranium ore for Soviet use under prison camp conditions. About 300,000 forced laborers, including youths and political prisoners, toil in barbed wire shafts paid under $2 a week, with NKVD oversight and extreme security.
La Crosse County joins the national Red Cross blood program with a Thursday start at the Vocational school. Donors began at 10:30 am with a goal of 175 pints for the first visit as 43 Standard Oil workers join a group effort and Amvets register as the first donor organization. A blood shipment to city hospitals was set to arrive, with yearly goal 1,800 pints and no charge for blood itself.

Walter J. Kohler and Ver non Thomson, Republican candidates for governor and attorney general, spoke in 10 Dane county communities. They accused Wisconsin Democrats of planned civil service repeal, higher taxes, and debt. Thomson claimed Democrats violated campaign finance reporting rules and warned of a gangster government. Carl Thompson, Democratic candidate for governor, rebutted the corruption accusation and cited the rising executive budget under Republicans.
The House Appropriations Committee approved a $16.77 billion bill financing 5333 new war planes and equipment plus $4 billion for foreign arms aid. The measure, sent to the House floor, criticizes past defense planning while preserving all military items and noting UN authority and world peace stakes.
Washington report says the House approved a bill to grant monthly allowances from 45 to 85 dollars for enlisted service members to aid with family support. The bill, passed by voice vote 359 to 0, sets 70 dollars for two or more dependents, with higher or lower amounts based on grade and dependents. The Senate has a similar measure and a conference will reconcile differences.
