House approval for college building funds sparks expansion aid

In Washington the House gave overwhelming approval to a bill that could pump nearly 3 billion into college building programs. It would authorize 835 million in grants and 360 million in loans over three years with institutions matching two dollars of private funds for every one federal. The Senate fate remains clouded by civil rights filibuster. The House Rules Committee approved President Kennedy's foreign aid bill, with debate on 4.1 billion. Kennedy sought 4.5 billion, trimmed by 438 million. The Senate Labor Committee approved two bills to expand manpower training for jobless youths, funding 361 million for this and next year plus literacy courses and higher federal shares.
