Berlin marked the wall anniversary with heightened security on both sides as West Berlin mourned victims and refugees. Police reported a night explosion near East Berlin, while officials urged calm and warned against violence.
The AFL-CIO Executive Council declined to endorse the civil rights march in Washington set for Aug 28. George Meany said 18 of 20 members favored a statement of the council's view, while Walter Reuther and A Philip Randolph thought it not strong enough.
Secretary of Defense Robert McNamara testified that the United States maintains a military nuclear lead over the Soviet Union, with warheads in the tens of thousands and overall capacity to escalate while the underground test ban would not erase this advantage. He argued the U.S. would preserve its superiority through limits on Soviet testing and continued development of its own arsenal.
Secretary Robert McNamara said the United States will launch the first of several satellites within two months to detect secret nuclear tests far from Earth. He testified in support of the nuclear test ban treaty and outlined a 20 million mile detection requirement for megaton yields, noting a first launch planned for September or October.

A Sioux Falls youth, Stanley Gundbrandson, 19, was killed in a crash near Worthington Minnesota on Monday night. Injured were Larry Russell 19 Kenneth Brander 18 and Gordon Moeller 21 all of Sioux Falls along with second driver Albert Schoeberl 57 of Adrian Minnesota. The death increases Minnesota traffic fatalities for the year to 419.
U S extradites former Venezuelan ruler Marcos Perez Jimenez over a $13 million embezzlement case. A chartered plane will fly him from Caracas to Venezuela while he remains in Dade County jail. A paternity suit in Miami also blocks actions, with bonds and assets at stake as legal fights continue.
Patrick Joseph Farrow, 20, son of actress Maureen O'Sullivan and director John Farrow, convicted in Santa Monica California of possessing narcotics. Sentencing is scheduled for August 29.
Scotland Yard said the Leatherslade Farm hideout near Oakley 53 miles NW of London was used by the gang behind the Glasgow to London mail train robbery. A truck and two army type vehicles were found. no trace of the 2.2 million pounds loot. Bricked windows and food stocks were noted as investigators sealed the area. 20 to 30 gunmen suspected, possibly aided by a woman.
Pickets climbed utility poles to stop construction of portable school buildings in a Negro neighborhood in Chicago. Police had earlier arrested 47 people for interfering with workers as crews planned transformer installation. The climbers Wynn Yancey and Sibylle Bearskin were named.
The Treasury and House Ways and Means Committee pursue a planned average 150 to 152 percent cut in individual and corporate taxes. The plan would reduce personal rates to new brackets and lift arrival timing, with a two stage corporate rate cut from 52 to 23 percent for the first 25,000 dollars of income and overall net savings around 10.5 billion by 1965.
The Civil Service Commission chair urged Congress to enact a bill implementing the Salary Reform Act to adjust federal salaries annually to private industry levels. President Kennedy proposed increases averaging 3.2 percent for postal workers and 4.7 percent for classified employees totaling $500 million.
