The FCC proposed rules to curb prize programs on radio stations that resemble illegal lotteries. It targets giveaways based on chance with no money required from winners and no ongoing listening requirement. The WARL case is cited as violating broadcast advertising rules.
Unseasonably cool conditions linger across the Midwest with frost in northern Wisconsin and temperatures near 35 in Land Of Lakes. Forecasts indicate a warm front moving in from the Dakotas and Nebraska will bring warmer weather to western Wisconsin.
Showers expected late Friday and Saturday forenoon. Warmer tonight with a low around 56 and high near 82. Municipal pool recorded 68 degrees Friday.
In Nashville, Democratic leader E. H. Crump of Memphis suffered a major statewide setback as Kefauver led Crump opponents for the U S Senate nomination. Violence erupted in Polk county with two deaths and multiple injuries over absentee ballots, prompting national guardsmen to be ordered into the area. Governor McCord alerted troopers near Benton, Polk County, amid gunplay and a jailed newsman as shots were fired near Turtletown.
The Senate approved a compromise housing bill by voice vote and sent it to the House. The measure omits low rent or slum clearance subsidies, while the chamber also shifted inflation controls to the House and discussed banking changes and a UN loan bill.
A three weeks old strike at the Wisconsin axle division of the Timken Detroit Axle Co. was settled last night in Oshkosh Wisconsin. The dispute involved workers seeking improved wages and conditions. Company officials announced a return to production as details of the agreement were not disclosed.
Two automobiles, a Chevrolet driven by Albert C. ee sois of Chicago and a Nash driven by Frank F. Hofweber of 211 North 16th Street, collided at the intersection of 16th and State streets Thursday at 7:53 p.m. Both cars were traveling west on State street. The Chicago man’s car struck the right side of Hofweber’s vehicle as the latter turned onto State.
Louis Budenz former editor of the News notes testified that American Communists were instructed in 1939 to back Russia if the U S entered war against Germany and to stir civil strife at home. He cited an expanded Hawaii Communist infiltration ordered in June 1945 and named Eugene Dennis as the source of the 1939 instruction.
The 58th La Crosse Inter-State Fair drew more than 13 000 visitors Thursday with 8500 adults and 5000 children in attendance. Judging in all departments began Thursday and open class judging ends Friday. entertainment included the Gem City Shows' human cannonball Zacchini and a Saturday horse pulling contest under Floyd Jones supervision. Reservations for future showtimes were available through secretary Joseph W. Frisch.

Davis Monthan air force base in Tucson dispatches eight B 29 Superforts on a 6000 mile flight to Lakenheath England. The second bomb group squadron of about 18 men per plane began at 3 32 a m with two more squadrons slated to depart soon as part of the strategic air command rotation training to familiarize crews with long range flights and regional weather.
Milwaukee county home for children is under a two week polio quarantine announced by superintendent Robert Brandsmark. No new admissions during the quarantine and visitors under 16 are prohibited.
In Jackson Michigan a Shrine circus tiger cage incident left trainer Mabel Stark badly clawed on her inner thigh and ankle after three tigers fought. The 60-year-old California vet refused hospital care, finished the eight minute act, then collapsed.
Debris including seats spotted off the African coast in the South Atlantic is believed to be from the Air France Latecere 631. The 73 ton six engine craft was missing since Sunday with 52 aboard en route from Martinique to West Africa near Dakar. None aboard were American.

Two globe girdling B-29s, first to fly around the world, landed at Davis-Monthan Field in Tucson at 6 31 a. m. after 15 days and 10 hops. A third Superfort fell in a crash near Aden, southern Arabia, killing 17 of 18 aboard. The journey began July 22 with refueling at McDill Field and stops at the Azores, Tripoli, North Africa, Aden, Ceylon, Manila and Yokosuka Japan.

Western diplomats reported after a three hour interview with Soviet Foreign Minister Molotov in Moscow that the United States Britain and France sought a basis to end the Berlin blockade. The three envoys planned further talks and a possible four power conference with Stalin.
Secretary Krug announced the last barrier to voting by American Indians is removed after a Santa Fe federal court decision struck down a New Mexico constitutional rule barring non taxed Indians from voting. He noted Arizona granted franchise earlier and stated Indians have been citizens since 1924.
