Senate investigators said they can prove that 270000 of reputed loans to Teamsters president Dave Beck from union funds was not a loan and certainly not a gift. McClellan ordered staff to study legislation to safeguard union funds and protect rank and file members. Robert Kennedy said he may prove misuse of union funds even if Beck withholds personal financial records.
