Orval Smith Builds His Road on Demo Scraper

La Crosse County highway chief Orval Smith used a $30 000 John Deere scraper hauler on loan for a private subdivision road project. He took the 33 foot machine to his Kiel Coulee farm and briefly graded the roadbed, calling the demonstration possibly illegal.

Smith's Private Road Linked to Overgaard Contracts and Land Sales

A.L. Overgaard Co. of Elroy supplied the limestone base for Smith's private road and has received 485642.25 from the highway department since 1967. Secretary Robert Jorgenson refuses to reveal the charge for the 2200 cubic yard rock sub base while noting no interest was charged during a year plus of payment. Smith paid 19500 for his 217 acre Medary farm, saying the higher figure included a new home and barn. Land in unplatted 100 acre development sold up to 1000 per acre, with about 45000 from land sales. Records show 11 men and 10 pieces of county equipment used. Smith claims records are confidential except for possible investigations. He says only three highway workers were used on Nov 13, 1971, contradicting department claims, and will not release details until lawyers are consulted.
