In Black River Falls Wisconsin the community reports fair treatment of American Indians since a March arrests incident at the Indian Mission sparked a tense standoff. Whites and Indians held an open meeting and now say hostility has diminished though internal divisions remain.
At the Indian mission east of Black River Falls tensions among Indians run strong. Irene Keenan, a Winnebago worker, says Joe Brownthunder should return to Pine Ridge. Brownthunder criticizes federally aided housing, as the ousted Mission Housing Authority board challenges the new Winnebago board amid ongoing Jackson County court cases.
Fifty seven percent of deserters in the Ford clemency program did not complete or report for assigned work. Of 4503 joined, 2035 were terminated for nonperformance and 1000 never reported, freeing them from punishment. The three part program now sees 2879 jobs taken, 130 reporting, and seven completing work, with the Presidential Clemency Board still processing applicants and awaiting final action. Many beneficiaries are decorated Vietnam veterans and former officials.
Prospects for a Sinai interim accord rose as Israel and Egypt moved forward with Kis singer reporting progress. Protests outside Rabin's home and traffic disruptions continued, while Allon and Kissinger expressed optimism and Syria was viewed as likely to stay quiet during talks.
In Hillsboro Wisconsin residents split over Raymond Knower owner of Kickapoo Oil Co and builder of a private airport. Some say the airport boosted tax income and jobs while others question dealings with the city and public land use. Villagers express support noting Knower's generous town role and several see no impropriety in city aid or land transfers. The airport changed hands recently with banker William Jirschele acquiring the site from Knower.
