Viet Cong units attack near Saigon as correspondent Peter Arnett reports fighting ongoing in the region. The clashes involve local forces and insurgent troops amid rising tensions around the capital.
A Viet Cong battalion struck Vinh Loc near Saigon, killing one civil guard and wounding three, while mortars shook the airport area. In New York, 700 black nationalists rallied on 125th Street demanding unity and a broader civil rights push ahead of the election.
Kiriaki Tsopei from Athens Greece won the Miss Universe title at Miami Beach Convention Hall before 6800 spectators. Brenda Blackler of London finished first runner-up with Ronit Rinat of Israel third and Sir Marta Aberg of Sweden fourth. Lana Yi Yu of the Republic of China placed fifth.
Through July 1964 total construction value stands at $4.17 million with projections to top $10 million if planned projects like Logan Junior High additions, a new South Side high school, Viterbo College dormitory, and a K mart store proceed by year end. New homes and duplexes bring further gains as permit activity totals 68 starts since January.

Soviet Premier Khrushchev warned U Thant the USSR could quit the United Nations if its dues are not counted and its vote removed. Thant, meeting with President Johnson in Washington, warned that paying back Congo and Middle East budgets is essential. The U.S. demands include back payments from 16 countries, among them Bulgaria, Czechoslovakia, Hungary, and Ukraine.
British Foreign Secretary Richard Butler said Britain would press for a three faction Laos peace meeting under the International Control Commission with possible neutral territory. Moscow rejected preconditions while Washington offered no comment as London aligns with U S aims for an unconditional conference and a broader nuclear ban treaty.
IAM Lodge 2081 members voted 262 to 1 to strike National Decorated Metal Co in Prairie Du Chien where 300 production workers worked last shift at 7 am. The union set up picket lines as talks touched wage cuts from 62 to 2 percent and loss of seniority. No company comment was available.
