A second quarter inch oil storage tank at Whion Oil Company tank farm behind the city dock collapsed during late Wednesday night or Thursday morning amid winds up to 48 knots per hour. The tank top was missing and air pressure is blamed. one worker noted strong winds at 1:20 am.
