Fishermen had petitioned the local AFL affiliate to join, having previously belonged to CIO. The National Labor Relations Board had approved an election, but delays by the Salmon Industry prompted the move. Henry Eaton went to join the Denali to support a potential picket, which was canceled once the election order was secured. Unloading at Pt Williams would have been hindered by any picket. The plan had targeted all cannery stops, but Whiz Fish Products Co had minimal freight aboard.
