Geneva Sept 3 AP The world court ruled the Austro German customs union would violate Austria’s international obligations under the 1922 Geneva protocol. Eight judges supported the majority, seven dissented including Frank B Kellogg. The ruling states the March 19 1931 regime would not align with Protocol No 1.

A Braman AP dispatch from Santiago described a nation under revolutionary war strain and threatened air bombardment of its own navy.
W F Fuller of Portland Maine recounts a four day revolutionary battle near Gibara in Oriente province Cuba. He describes foreign legionnaires allegedly including Americans holding 3000 Cuban loyalists at bay, landing from a freighter, and initiating the street fighting that followed before combat continued elsewhere.
The Texas governor Ross Sterling announced a special session of the legislature to Tuesday noon to pass a cotton relief law. He cited widespread farmer distress and said a half reduction in cotton acreage may be enacted with input from cotton farmers and lawmakers. The move follows Louisiana’s plan to ban cotton growing in 1932 and signals potential regional action across southern states.
