The administration will require two thirds Senate approval for any binding treaty, while the broader policy remains ongoing.
Electrical fury from a historic storm battered the Philadelphia area on May 20. Roofs were ripped off, hundreds of trees felled, and thousands of windows shattered. One woman died inside a home while another perished in Camden. A pavilion collapsed in Fairmount Park and a Chester County farmer died in an auto crash. Dozens injured as power and traffic disruptions paralyzed the region.
On Broadway New York May 25 gunfire erupts as two carloads of gang members fire on a third auto chasing south toward the white lights area. Women and bystanders hit. one motorist escapes, two men wounded, police seek suspects.

New York May 26 The prosecution pressed a second phase of its drive to convict former international banker Charles E Mitchell of evading 850000 in income tax Much of yesterday's session detailed a claim that Mitchell dodged taxes in 1930 through a fake sale of 8500 shares of Ataconda Copper mining stock The stock was sold to W J Thornton president of Greene Cananea Copper for 22500 creating a 758500 tax loss and offsetting his 750000 net income In May 1991 Mitchell reportedly rega used the stock from Thornton at a price yielding an apparent 8400 loss to Thornton Testimony on this loss was expected today.
In Tallahassee Florida the state house defined a drunk man with a couplet to mark drunkenness as a medical or social factor. The amendment to the liquor and narcotics bill was introduced and adopted then struck from the measure after criticism from the bill’s author. A separate item from Little Rock notes municipal Judge Harb dismissed a case over 0.2 percent beer possession and transport ruling the beer non intoxicating and returning two cases to Charles Johnson.
A letter dropped in a Los Angeles mailbox by Charles D. Brower will be delivered to a friend at Point Barrow, Alaska about 90 days later. Brower is the Point Barrow postmaster and will transport it by air to reach the Arctic outpost weeks ahead of its expected arrival. In San Francisco a three year old boy named Bobby Sharp was left alone in a parked car and had a wriggling time until a garage mechanic freed him by removing a steering wheel spoke. In Knoxville May 25 Dr John Cotton head of Henderson Normal Institute and Dr W F Rotzlex minister of Rochester were elected trustees of Knoxville College, a United Presbyterian supported institution.
In San Francisco, after a second trial, Clarence S. Mooney was acquitted of bombing deaths. The defendant, previously convicted and sentenced to death, faced appeals including a pardon plea to Governor James Rolph and a U.S. Supreme Court appeal as his supporters claimed the verdict improved his chances for liberty.
