President Ford plans a Tuesday tariff hike on imported oil by 3 dollars as he pressures Congress over energy legislation. He delayed a second dollar rise after Congress adjourned until June 2 without action. Ford will announce his decision before a Brussels trip, meeting advisers and Kissinger amid talks on Atlantic alliance.
