Senator Borah announces plans to press disarmament in the senate while not challenging executive authority. He seeks a conference with Britain Japan and the United States, tying disarmament to tax policy and budget cuts, and argues congress must act to curb army and navy expenditures.
Washington reports that the government’s operating loss on railroads under federal control will reach about 1.2 billion dollars, well above former estimates by Director General Hines. Davis cited unaccounted claims, higher maintenance and fire losses, war-related upgrades, and other factors in his figure presented to the House Appropriations Committee.
The Bristol Herald Courier notes that the emergency tariff has not yet emerged, leaving markets and officials cautious as talks continue. No decisive action or timetable is provided.
Associated Press reports insurgent Polish forces crossed into Oppole region and captured Kosel after heavy fighting. The town fell as residents fled in panic and terror over the advance on May 10.
Princeton and Cornell Universities cabled Oxford and Cambridge an invitation for a track and field meet to be held in New York around July 29. The American teams would face a combined English squad with a financial guarantee to cover the British delegation. Washington May 10 Confer ences Secretary Davis held talks with all parties over the wage dispute affecting American shipping. Chairman Benson of the Shipping Board reaffirmed a 15 percent wage cut. Marine Engineers' Benevolent Association said they would depart for other matters and Davis said no further conferences were arranged. If the situation changes, Davis will try to reunite the parties. Brown of the Marine Engineers’ Benevolent Association claimed their proposal, based on port votes, was the best possible and would not change. A joint committee earlier spoke with Davis. Benson asserted the 15 percent cut would stand, planning to apply an efficiency based pay system on board ships. Hoover had suggested such a system. Reports indicated growing hope and more workers volunteering to return, with sailings nearly normal.
Battle Creek, Mich May 10 Congressman William H Frankhauser of the Third Michigan district died in a sanitarium bath tub from self inflicted throat wounds. Despondency over ill health is blamed. He was 58 and had not yet taken his seat in Congress after being elected last November to succeed J M C Smith. He earlier had gallstone surgery in Ann Arbor and arrived at the sanitarium May 6. A coroner's inquest was planned for tomorrow.
Washington May 10 Secretary Denby dismissed a memorial from Haitian delegates criticizing U S occupation of Haiti as rot He defended naval investigations as credible praised Marines and the Navy for humane conduct and said continued Marine presence in Haiti is desirable after his tour of inspection with evidence supporting it
Rome May 10 The council of ministers has approved a bill to appropriate funds for burying an unknown Italian soldier in a phanteon adjacent to Italy’s kings tombs. A second measure to set the proportions of crippled soldiers to be employed by government and private offices is in preparation.
In Greenville South Carolina William Thompson was found guilty of murder for fatally shooting Policeman George S. Burroughs. Thompson received a death sentence to be carried out in the electric chair at Columbia on May 27 after a three hour chase and rapid courtroom proceedings.
May 10 Raubou r Upper Silesia German officers seize control along the Oder west bank recruiting volunteers and issuing rifles. French and Italian troops guard but stay neutral as Polish forces hold the east bank up to Krappitz. Italians on bridge barricade report heavy fire. commander warns Poles not to cross.
Engineers on railroad tugs in Hampton Roads are said to have voted to strike in sympathy with seagoing engineers. The action affects only freight movement. Pickets continue to press non-union workers while ships wait for full crews to sign on.
Pensacola May 10 The Florida Medical Association opens its forty-eighth annual convention with two days of sessions. Delegates from other states are expected to attend a bubonic plague eradication demonstration by Dr. R. R. Spencer head of the U S Public Health Service.
John J. McNamara was released from San Quentin after nine years five months for dynamiting Llewelyn Iron Works in Los Angeles in 1910. He had been sentenced to fifteen years and earned maximum good conduct reductions.
Lexington Kentucky May 10 news: BE Bradley announced he distributed 8000 among Idle Hour stock farm employees, giving 50 to each worker, jockeys who rode the derby winners also received 6000. The total sum covered both riders and staff on the stock farm.
London April 23 Blind readers may use a British device to read papers by listening to musical notes representing printed letters. Archibald Barr of Glasgow University outlined the mechanism using a telephone receiver. The cost is high now but hopes rise for wider access to the blind.
Washington reports confirm through W L Alexander that the Bergdoll case involved the mother of Grover Bergdoll and James Romig obtaining 105000 in gold from the treasury in fall 1919. Romig and Mrs Emma Bergdoll—awaiting sentences—carried 60000 more later, while clerks resisted large exchanges and posters offered Bergdoll rewards. The six hour session did not reveal the fate of the gold after the departure from Washington.
Walter F. Brown of Toledo Ohio has been appointed by President Harding as his personal representative on the commission to reorganize the executive branch. Brown is a longtime friend and served as floor manager at the Chicago convention last year.
News from Berlin reported by French officials expected Germany to accept all ultimatum conditions. German officials projected a large Reichstag majority backing the offer with a yes vote by midnight May 12.
Washington May 10 senate debate on the emergency tariff bill saw sharp party clashes. Senator Moses Republican New Hampshire denounced the measure and warned against free trade while Senator Ashurst Democrat Arizona urged farmers’ rights. Moses accused a large, well funded lobby of driving passage and cited alleged $104000 in expenses by the dye industry group. He named Joseph H. Choate Jr. and Judge J H Covington as recipients of $25000 each. Knox Republican Pennsylvania rebutted Moses saying the stance did not reflect wartime needs.
Newcastle Ky May 10 Fire of undetermined origin destroyed the main business block of Pleasureville in Henry county. Five buildings were burned including the Smith James general store where the blaze started. The McGowan hotel caught fire but was saved.

Washington May 10 Captain Paul Foley U S N resigns as director of operations of the shipping board. Assistant Director W B Keene is named acting director. Foley, appointed in March 1920, had been on duty with the board since October 1917 and will return to active sea duty.
The executive council of the American Federation of Labor meets in Cincinnati on May 10 to prepare data for the Denver convention showing organized labor cannot support recognizing the Soviet government. They plan a drive against industrial courts and anti labor legislation in Congress and several states.
