Nashville May 5 Governor Browning approved a planned excise tax cut to four per cent proposing a three and three fourths per cent rate with a one per cent cut likely. He pledged a balanced budget and signaled possible tobacco and Hall income tax adjustments while resisting unbalanced-budget risks.
Nashville May 3 77 Institutions Commissioner Cheorge Cate said today an army mess sergeant may be employed to take over supervision of the kitchen at the state Penitentiary. After an inquiry he announced changes in kitchen and dining hall personnel following charges that the two departments were being mushc alert. He submitted the name of a former mess sergeant for consideration and added that a dietitian also would likely be engaged.
Mayors Harmon W Peer and two Weber College teachers debated a contest to pick the coed with the shapeless and most kissable lips. The cowboy mayor did not explain his technique.
Local showers fade to fair conditions tonight and Thursday with possible showers in extreme east tonight. Temperatures little changed. Virginia expects showers tonight with a wetter pattern from Thursday morning in eastern parts.

Nashville Tenn May 5 A bill to outlaw sit-down strikes was introduced as the legislature reassembled after a 60 day recess Rep Harry Phillips Wilson offered the bill in the house and Senator Prentice Cooper Bedford in the senate It stipulates that when an employee ceases to work voluntarily or through discharge he shall withdraw from the premises within a reasonable time Twelve hours was designated a reasonable time unless emergency circumstances exist Failure to comply would be a misdemeanor.
In an industrial dispute inquiry, Merle Middleton deputy sheriff of Harlan county Ky testified as final witness. He is cousin to Sheriff T and Middleton, whose deputies face accusations of attacks on union organizers. The inquiry pauses for weeks as other civil liberties violations are reviewed. Pearl Bassham owner of a large coal company admitted employing Bill Thug Johnson, tied to a “gang of mine guards” but claimed no memory of discussions with deputies about the recent union miner slaying. Bassham said orders were issued to avoid firing union members and to end yellow dog contracts. In Tennessee, Smoky Mountains visitors rose with 35 160 people in April, up 21 percent from 1936.
London May 5 More than 510 women, including fourteen Americans, add finishing touches to shimmering gowns for the Buckingham Palace ceremony. Cleveland authorities report a severed body section found in Lake Erie may be the lower portion of a torso tied to the citys brutal series of beheadings. Coroner Gerber says the fragment may match a torso found February 23, potentially raising the known victims to eight men and three women.
Circuit Judge Charles C. Marshall overruled defense motions to discharge the jury trying Brig. Gen. Henry H. Denhardt for murder in the case of Verna Garr Taylor.
