Washington May 1 Roosevelt signed the neutrality act at sea shortly before the temporary law expired. The measure, rushed by air and boat to the destroyer Moffett near Port Aransas Texas, broadens trade restrictions and grants the President powers to manage neutrality. The signing included two proclamations on civil war in Spain and on registration of arms and war material. The act introduces a cash and carry provision for two years.
