Washington march 30 chairman Arthur J Altmeyer of the Social Security Board told congress if scheduled increases in old age pension taxes were postponed the levies would have to be raised sharply later or the general taxpayer would bear a substantial part of pension costs He testified before the house ways and means committee which is weighing liberalization changes in the social security system including Morgenthau recommendations He said if payroll tax increases are deferred until 1943 the cost of benefits would reach and cross tax collections in 1942 and some general revenue contributions would be needed unless payroll taxes exceed 3 percent for both employers and employees with the present rate at 1 percent each He drew a distinction between aiding destitute and non destitute retirees justifying general tax contributions to the former group If not for the contributory system some would be needy and require state aid

Bridge washout causes deadly car plunge into bayou near Vicksburg
