United Press International reports eight state legislatures urge a constitutional amendment to require a balanced federal budget amid a national debt near 584.2 billion dollars. Advocates fear a constitutional convention could rewrite the Constitution, while opponents warn against radical changes and political chaos. The drive spreads across Louisiana, Mississippi, Maryland, Georgia, North Dakota, Delaware, West Virginia, Nebraska with plans for others.
About 3 000 miners walked out in WV southern coalfields amid UMW and Eastern Associated Coal Co protests. District 28 reports several mines shut or short staffed while two Wilder Mine and Mass No. 5 mine were affected but officials say not linked to the Black Lung bill. More details on page 8A.
Sullivan County Quarterly Court votes to abolish its Beverage Board and appoint a temporary panel chaired by County Judge Lon Boyd to handle permits near churches or public gathering places. The board will defend its members in any resulting lawsuits and operate to enforce state and local beverage laws. The first meeting is expected within two weeks.
The Las Vegas Sun cites Fidel Castro seeking revenge after Bay of Pigs and plots involving mob figures Giancana Roselli and Santost, alleging a CIA plot and high level coverups. Greenspun asserts evidence traces to Castro’s vengeance against the Kennedys.
Washington reports indicate Secretary Kissinger loses two top aides as Deputy Robert Ingersoll and Undersecretary Joseph Sisco resign amid questions about Kissinger’s own future. Sisco, who had returned to academia, finally leaves after pressure and ambition cited by associates. Kissinger had considered resignation over congressional criticism but chose to stay.
Former Mairit Oil Co. engineer Narmin John Rees, a Soviet spy and double agent, killed himself in his Connecticut retirement home rather than face public disclosure. FBI had recruited him in 1971. the Dallas Times-Herald reported his pivotal role in aiding Soviet oil and gas interests during 1945 1960. His wife Ann awakened to find him in pajama clothes with a .38 revolver. a note was not left. Rees had long concealed his double life, later claiming to have paid his debt to society after five years of espionage and receiving Soviet honors and a pension.
