Moscow diplomats expect the Soviet Union to apply sanctions against Israel for not heeding the UN Security Council ceasefire resolution. The Kremlin issued an ultimatum demanding a unilateral Israeli halt, while Eban urged a halt to fighting but warned Arabs and Soviets could keep arms in play. Police guarded embassies as tensions rose amid shifting newspaper coverage from Arab victory to defeat warnings.
