Traffic can proceed on 11-w at in the Highway speeds without endangering lives. This never be possible on the proposed route due to the congested area through which it moves and the More than Twenty five intersections mentioned we Are not surprised at judge Howard Foston s the county cout yesterday that the county May possibly have exceeded the Legal debt limit since the county and cities in Sullivan county have for some years been donating to the state Treasury county and City monies for obtaining rights of Way for the state although state code cd. 57, Sec. 1 Public acts of provides the state shall be liable for rights of Way and damages and Cost incident 10 the acquisition and use of highways unless the county enters into an agreement with the state Highway department to share this Cost. This is the state s Only justification for collecting to a gallon in gasoline taxes we in Sullivan county. Kingsport and Bristol seem to be sufficiently wealthy that we Are to for our roads twice once through taxes and once through donations by our generous officials. On the other hand we Are told we have insufficient funds to provide adequate schools jails juvenile courts Etc. Have you the voters of Sullivan county. Bristol and pm sport. To provide funds from our meager Treasury which the Law specifically states should be provided by the state alone the state can i Force the county or City to provide any funds therefore this donation is voluntary. Y the True Story of Tennessee Highway no. 1 from Kingsport to Bristol As Given us by messes. H. E. Hilts Deputy commissioner of. Federal highways Joseph Babette chief of Federal Urran highways and a. L. Smith. Chief of Federal primary Highway division in Wshington. D. C., on May 18. It As follows three sections of this Highway were requested by the state of Tennessee in As follows Federal code provided for the grading of the first 3.3 Miles Northeast from Kingsport toward Bristol. Federal code f-001-9-17, approved in february. Provided funds to pave the 3. Miles originally graded where is the pavement the Federal government provided funds for in 19521? Federal code f-001-p-18. Approved in june. 1952. Provided for the grading of an additional 3.2 Miles from Kingsport to Bristol. Federal Cole f-001-9-lt proposed the grading of an additional 3.2 Miles Southwest through Kingsport to Holston ordnance works and this proposal was shelved in late 1m7 because of Public objections and excessive Cost and no request for reconsideration of this request had been received in Washington As of May 18. Neither had they received any request for permission to obtain rights of Way for additional mileage Between Kingsport and Bristol and this is classed by the Federal government As a Federal Aid state Road All requests for which must originate in Nashville Tennessee and is under the Complete control of the state government. It has not been proposed by Federal authorities As a part of any Federal Highway system. An Aerial Survey was made about 1m7 or 1i4 of the proposed Federal super Highway Between approximately Abingdon. Virginia and try City Airport on toward the Knoxville Airport. Some of the Highway South of Tri cloy Airport will eventually be a portion of this Federal Highway system. The entire Federal Highway in Tennessee has not been activated because of Lack of interest on the part of the state of Tennessee and because of the Lack of Federal funds. Petitions objecting to the proposed Extension of state Highway no. 1 Westward from u. S. 23 in Kingsport have been presented to local governmental agencies and the signatures were a follows parents and property owners who object to this Extension and a portion of the first 3.2 mites of state. Highway no. 1 toward Bristol passing our schools 91 property owners in the ares immediately affected and c2 Uptown Kingsport business firms the owners of which represent Over 200 individuals. Mostly members of the Kingsport chamber of Commerce. It is the desire of All parties concerned that present Highway in a West of Kings port be widened sufficiently to take care of any traffic for several reasons Al this is uie Only route now intersecting with bypass ii highways ii and 23. 2 it is by far tile most economical route it destroys less than one half Doun Homes requires no Bridges and no Cloverleaf whereas the proposed rotate requires three major Bridges and a Cloverleaf or four major Bridges and whereas in it was impractical to drop Highway 11-w Down on the River Bank because of the danger of floods dams above town now make it not Only feasible but from an economic standpoint Manda tory. 31 we have been assured by the Federal Highway department in Washington and by or. Leach. Tennessee Highway commission and his assistant. Or. Patton and others that there were neither Federal or state funds available in the next two years to More than Grade any sections of this Road at the time of the conference with state officials we were unaware of the fact that the Federal government bad allocated funds for paving the first 3.2 Miles of this Road in february. 41 we vol Lenny object to county and City officials donating funds for obtaining state rights of Way for which the state is required by Law to . We make this statement knowing that the people of the county will refuse to twice for their highways once through taxes and once through donations. 19 completion of the Bristol to Kingsport Highway Over the proposed route will probably require Extension of the Southern end of u. S. Ii and 23 through the Eastern part of Kingsport fall acres Etc. To new Highway destroying More Homes at taxpayers expense. It is our understanding that the county court of Suluvan county in 1m4 approved a military Road from Bristol to the Railroad underpass on u. S. 11-w in the City of Kingsport. The court has therefore now appropriated Money for a Road which they have never officially approved. The Road from Kingsport Westward across the North Fork of the Holston River to Holston defense corporation has net thus far been considered or approved by the county Sullivan county but they have appropriated Money for the came. This Road was As originally proposed a military Highway for wartime use. The War being its justification and As military Highway the Road could during wartime be closed to Public use. The entire Cost of such a project la usually borne by the department of defense of the Federal government. Bristol very carefully planned this Road to come into state Street business Section of the Kingsport businessmen who object to this proposed route through residential Section of Kingsport feel this is a Long step toward bankruptcy and that they will be taxed to build a Road which will Cost them tourist Trade. Admittedly if a Road must hit a City Why not the business Section Welch profits from it. The most important reason of All for to this Highway project Why Start something we know we. Have not the ability to for in the foreseeable future maybe in our life time whereas not even the most optimistic poll Tatsui has estimated when or the Road will m completed. After looking at s Miles or Tud for 7 years i am not optimistic of looking at u Miles of Concrete in the next so years. Every Tryone concerned admits the Cost of the proposed Road West of Sta sport will and Damacia. Be excessive. U not prohibitive and you the up talc will foot the Bill not property owners who will be paid in tax dollars Lor both
