Kingsport plans improvement districts Nos. 21 and 22 on Ravine Road and Gibson Mill Road between Boone and Watauga Streets. District 21 includes Ravine Road from Broad to Watauga, with excavation, paving, sidewalks, and sewers costing about 15 to 18 thousand dollars. District 22 covers Gibson Mill Road from Watauga to Boone, including similar work and about 18 thousand dollars. Bonds will finance the projects and work will proceed to pave Sullivan Street and Sullivan Boulevard. The projects enhance a residential area along a wide circle of streets linking Boone to Broad Street.
