Wiley Brice, another accused, was executed earlier for killing Shelly Lea of Alamance county. The electric chair had been replaced by the gas chamber in 1945.
In New Orleans on July 1 the CIO petition seeks restraint against police accused of brutality. Judge Wasne G. Borah adjourned the hearing to next Tuesday for further argument after a recital of alleged abuses. The petition also claims three CIO organizers were kidnapped and beaten, with one victim, J. R. Robertson of California, barred from entering the courtroom.
The administration launches an $8.5 billion fiscal year plan to fund relief agencies, WPA, PWA, COC, and youth programs. WPA payrolls have risen to 2,735,000, with projections to aid up to 3,000,000 people. Navy builds 39 ships including four battleships as part of renewed wartime effort.

New York July 1 William MacChesney Martin began as the first paid president of the New York Stock Exchange amid bold vows to reshape the mart into a public oriented institution. Securities and Exchange Commission Chairman William O. Douglas pledged fullest cooperation as Wall Street anticipated closer federal exchange collaboration. Martin, 41, promised ongoing talks with Douglas and offered no fixed agenda beyond round table conferences to address market problems.

Nashville July 1 The Federal Bureau of Public Roads conducts an extensive analysis of motor carrier operations in Tennessee with plans to hand comprehensive data to the state after review Highway Patrol Chief Joe Boyd Williams says weighing trucks is ongoing and the patrol will avoid duplicating federal efforts In the first five months of the year troopers arrested 187 for violations of the 15000 pound gross road limit and found about 500 registration law violations linked to weighing activities
In London July announcement Sir John Simon chancellor of the exchequer said negotiations led to an agreement on Austrian external loans. He stated the German government will reimburse the UK for sums paid on guarantees and ensure full service of bonds owned by British holders as of July 1 1938.
London Kentucky July 1 An admission by coal operator defendant that he carried a rifle on an expedition to deter union organizers was shown as the Harlan labor trial neared week seven. Bryan W Whitfield Jr vice president of Harlan Collieries testified under cross examination about accompanying Sherman Howard mine guard to halt organizers in September 1835. He said he bore a 3m automatic rifle to protect workers. Prosecution tied in last year’s Brookside property strip tease show held on the same day as a union meeting nearby. Merle Middleton former deputy sheriff testified.
Paris July 1 The Branch government announced a Franco Turkish friendship treaty and a military agreement to jointly guarantee Alexandretta’s security. Troops from France and Turkey will be stationed there with plans for signing in Ankara and Alexandretta within 48 hours. The pact is seen as linking France Britain and the Ottoman Empire against potential German pressure.
